Human Resources Strategy for Researchers (HRS4R)

The Fundación para la Investigación Biomédica del Hospital Clínico San Carlos
has received the European Commission’s HR Excellence in Research
Award(HRS4R) in May 2018.

In 2005, the European Commission adopted a European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers. These two documents, addressed to researchers as well as research employers and funders in both the public and private sectors, are key elements in the EU’s policy to boost researchers’ careers. Fundación para la Investigación Biomédica del Hospital Clínico San Carlos formally endorsed the principles of the Charter and Code in 2016. Following this commitment, the FIB HCSC started to work towards the “HR Excellence in Research” accreditation. The human resources practices have been analyzed and the main GAPS with the European recommendations have been identified. As a result, the FIB HCSC has created an Action Plan which contains feasible measures towards the implementation of the 40 principles of the Charter and Code.

This award highlight the commitment of the Fundación para la Investigación Biomédica del Hospital Clínico San Carlos to implement fair and transparent recruitment and appraisal procedures for researchers.

Open, Transparent and Merit-based
Recruitment of Researchers (OTM-R)

OTM-R is one of the pillars of the European Charter for Researchers and, in particular, of the Code of Conduct for the recruitment of researchers. Open, transparent and merit-based recruitment (OTM-R) brings benefits to researchers and institutions and it contributes to the full implementation of the European Research Area (ERA) and to an increase in the cost-effectiveness of investments in research. More specifically, OTM-R ensures that the best person for the job is recruited, guarantees equal opportunities and access for all, facilitates developing an international portfolio (cooperation, competition, mobility) and makes research careers more attractive.
